Goods subject to restrictions / prohibitions

General provisions

The general rules governing prohibitions and restrictions on the movement of certain goods across Ukraine’s customs border are set out in Articles 196 and 197 of the Customs Code of Ukraine.

Goods that may not cross the customs border

The following goods may not be admitted across Ukraine’s customs border and/or released for their declared purpose:

1. Goods whose admission and/or release is prohibited by law or by an international treaty of Ukraine ratified by the Verkhovna Rada.
2. Goods (other than personal-use items imported by individuals within the limits established by Arts. 376 and 378 of the Customs Code) that require permits, documents, or information from authorized state bodies — where such documents or information are absent.
3. Goods moved across the customs border in violation of the Customs Code or other Ukrainian laws.

Restricted goods

Where provided by law, certain goods are subject to restrictions on movement across the customs border. Customs authorities admit and/or release such goods on the basis of permit documents and/or registry information received from authorized state bodies through the “single window” mechanism, in electronic form with a qualified electronic signature.

In cases provided for by the Customs Code, paper copies of such documents submitted by the declarant may also be used.

Goods that resemble restricted items by FEACN code

If goods share a FEACN code and description with restricted items but do not actually belong to that category based on their physical and chemical characteristics, customs authorities may admit and release them on the basis of a declarant’s statement confirming that the relevant restrictions do not apply. This statement is entered into the customs declaration as a code established by the central executive body responsible for financial policy.

The State Customs Service of Ukraine has published a list of FEACN codes for goods subject to import/export prohibitions and/or restrictions.
